All current major smartphones support NFC including all iPhones.
iPhones since version 7 have NFC tag scanning ability and since iPhone Xs/Xr they have had 'background tag scanning' where you only need to hold the top of the phone over the tag for it to read.
Android phones have support NFC tag scanning for almost 10 years and will scan tags just by holding the middle of the phone over the tag. However it's possible to turn NFC tag scanning off on the Android so make sure it's turned on.
