Simply no. Once an NTAG213 is locked then you cannot change the data.
It is possible to password protect the data on an NTAG213 chip which will allow you to protect the data from change without entering the password. But it's not that easy to use and always requires an app.
Note that technically there's two types of locking - a 'software' or NDEF lock and then a hardware or 'chip' lock. If you use the software lock then encoding machinery that doesn't respect the NDEF rules can overwrite the data - including removing the software lock. However we strongly recommend not using this as it really doesn't have much benefit. If you want to lock the tags for protection then use the hardware/chip lock and in this case you cannot change the data afterwards or unlock the tag.
