Can a tag be heat pressed on a garment. How much heat can be used.

Normal NFC tags should not be heat pressed. We sell 'garment spec' labels which can be heat pressed but even then you need to use the absolute minimum heat required to do the job. We recommend sew-on rather than iron-on patches over the NFC tags for that reason.
Note that damage to the tags will be caused by heat and the length the heat is applied. So short and as cool as possible is the safest option.
