No. Your mobile phone will not be able to read or respond to NFC without power.
Note that there are some answers on the internet that state that it can. This is not correct. While it is technically possible for some mobile phones in some cases to act like an NFC tag the NFC electronics inside the phone are active they need power. Your phone cannot behave like a passive unpowered NFC tag.
