Standard NFC tags never scan through metal as it causes a limitation on the communication technology. However, there are NFC tags that can work when placed on metal surfaces. These are called on-metal NFC tags. They work by having a layer of ferrite in between the tag and the adhesive. These tags however, still are unable to be scanned through the metal, only if the tag is above the metal surface.
