Yes you can if you use a tag management system. The tag management system means that instead of encoding the tags to a final destination which could only be changed if you left the tags unlocked and had direct access to the tags, you encode a link to the management system. The management system then handles the response when the tags are scanned and you can then modify the final destination via the management system rather than directly from the tag.
