Can I change where a tag links to remotely ?

Yes. You need to use tag management software. This is how it works :

You encode a URL/link onto the tag that directs to the tag management system this can be your domain name on some of the higher subscriptions. The tag management software then redirects the user instantly to a destination page.

As the tags link to this intermediary URL on the management platform the platform can update the final destination at any time. So you can change the destination link whenever and as often as you like.

This is how it works with dynamic QR codes and the principle is exactly the same.
