No. NFC tags are unable to provide a geographical location of the user that scanned the tag. However, the phone that scanned the tag can.
If the tag is connected to a tag management software, the software may be able to locate at a country or more accurate level the geolocation. However the tag it self is unable to inform you of this information.
Additionally, if the tag is scanned from an app on the phone, the app (not the tag) could report the geolocation of the scan.
