Are all NFC tags plastic?

Apart from a very few specific examples, yes. The configuration of the NFC tag is usually made out of a thin layer of plastic that has the antenna and chip placed on top of it. Antennas can be made out of aluminum or copper. Often they are covered once again with another thin layer of plastic.

The plastic casing can be made out of harder materials such as PPS PVC and ABS depending on the use case.

Most NFC tags are made out of plastic because plastic allows for a stronger long lasting tag.
