They are really the same thing and this is more about terminology than any precise specification.

Generally, the term 'HF RFID' refers to ISO15693 (Type 5) tags which are also described as 'vicinity' tags due to their theoretical longer scan distances up to around 1 meter. In most cases, this will be an active (powered) reader to passive (unpowered) tag.

NFC is a term that usually refers specifically to near field (1-3 inches, 1-10 cm) communication. This can be active to passive but also active to active - for example, payments.
