No. NFC tags themselves cannot track movement or provide any information about location.
There's two reasons.
Firstly, NFC tags are almost always passive. This means they have no power and while they are not being scanned are unable to do any action such as transmitting data or monitoring location. They are effectively invisible without the very close (centimeters, a couple of inches) proximity of a reader.
Secondly, NFC tags are actually quite simple. They store a little data and transmit it when required and don't do much else.
It's possible to combine NFC technology with more complex electronics - including GPS systems. In which case, you could have a NFC-enabled GPS tracker but the NFC is really just an add-on.
Additionally, it's possible to use the reader - such as a mobile phone - to get the GPS location at the time of scanning an NFC tag. But in which case, it's not the NFC that's checking the GPS, it's just the reader.
