You can do this through the shortcuts app on your iphone.
This can only be done in the Animation section click the to add a new animation select NFC place your NFC to the top edge of your phone and from here you will be able to associate the NFC to an app or an action.
Continue the process if you would like to use apple shortcuts for a few NFC tags.
