Technically, an NFC reader only reads one tag at a time. It cannot read tags simultaneously.
For mobile phones, this means that the phone needs to be removed from one tag before it can scan the netx tag. However, for more advanced readers, it's possible with some NFC chips to read a single tag within a batch of tags, then put it to 'sleep' or 'quiet', so that it can read another tag within a batch. In this way, it's possible to sequence through a group of tags within the same read/scan area.
